CloudFormationCreatePanel always submits its default parameters: "{}" and capabilities: "" fields. CloudFormationCreatePanel.test.tsx still expects a payload without them, so the full frontend suite fails. This predates the SES console work and should be fixed by updating the stale assertion or intentionally omitting empty defaults from the component contract.
